Depending on the type and complexity of the tasks involved, their scope and interconnectedness, the work of the Government Office for Legislation is divided among the following internal organisational units:
The Division for the constitutional system and public international law - monitors and studies constitutional issues and those relating to election systems, administrative legislation, local self-government and public international law, as well as offering views and proposals on these to the government, its working bodies, government offices and ministries; - deals with issues relating to constitutionality and legality and carries out other work connected with the inspection of the constitutionality and legality of regulations issued by ministers, drawing the government’s attention to any unconstitutionality or illegality thereof; - following a government decision, the Division drafts laws, regulations and general acts relating to its field which, according to law, do not belong to the area of the work of individual ministries or other government offices; - verifies whether the wording of acts adopted by the government is the same as in the draft version.
The Division for non-commercial activities - within its area of responsibility, the Division delivers opinions to the government, its working bodies and offices and to ministries about the systemic compliance and technical regularity of regulations issued by the government and ministers, and of the materials the government submits for adoption to the National Assembly, as well as of other materials of a legal nature; - following a government decision, the Division drafts laws, regulations and general acts relating to its field which, according to law, do not belong to the area of the work of individual ministries or other government offices; - verifies whether the wording of acts adopted by the government is the same as in the draft version; - monitors and studies systemic issues relating to the development of the legal system and delivers opinions and makes suggestions to the government, its offices and to ministries in connection with these issues.
The Division for agriculture, the environment and spatial planning - within its area of responsibility, the Division delivers opinions to the government, its working bodies and offices and to ministries about the systemic compliance and technical regularity of regulations issued by the government and ministries and of the materials the government submits for adoption by the National Assembly, as well as of other materials of a legal nature; - following a government decision, the Division drafts laws, regulations and general acts relating to its field which, according to law, do not belong to the area of the work of individual ministries or other government offices; - verifies whether the wording of acts adopted by the government is the same as in the draft version; - monitors and studies systemic issues relating to the development of the legal system and delivers opinions and makes suggestions to the government, its offices and to ministries in connection with these issues.

The Division for justice and home affairs - within its area of responsibility, the Division delivers opinions to the government, its working bodies and offices and to ministries about the systemic compliance and technical regularity of regulations issued by the government and ministries and of the materials the government submits for adoption by the National Assembly, as well as of other materials of a legal nature; - following a government decision, the Division drafts laws, regulations and general acts relating to its field which, according to law, do not belong to the area of the work of individual ministries or other government offices; - verifies whether the wording of acts adopted by the government is the same as in the draft version; - monitors and studies systemic issues relating to the development of the legal system and delivers opinions and makes suggestions to the government, its offices and to ministries in connection with these issues.
The Division for European affairs and the informatisation of legislative procedures - manages and maintains registers and databases administrated by the Government Office for Legislation; - monitors, studies and upgrades systems for the efficient processing of legal data; - monitors and studies the influence of the acquis on the internal legal order and issues relating to the implementation of the acquis, delivering opinions and making suggestions to the government and ministries in connection with these issues; - carries out notification of national regulations adopted in order to ensure the transposition of Directives into Slovenia’s legal order, and reports to the government on the current status quo in relation to these matters; - coordinates and, together with line ministries, draws up views in pre-judicial procedures initiated due to non-notification and reports to the government on the current status quo in relation to these matters; - monitors the implementation of the government’s programme with respect to the acquis; - participates in the working groups of the Council of the European Union; - organises training for departmental bodies in relation to the Division’s work.
The Office for general affairs - ensures the right conditions for the uninterrupted work of the Office for Legislation and in connection with this does the following: - plans the necessary budgetary funds for the work of the Office for Legislation and monitors the use thereof; - ensures the prudent and dedicated application of available budgetary funds; - purchases the resources necessary for the work of the Office for Legislation and manages the procedure of public procurement; - ensures regular maintenance and registration of the resources needed for the work of the Office for Legislation; - ensures safety at work; - carries out the internal organisation and systematisation of working posts and implements the personnel plan; - manages the personnel matters of the Office for Legislation, i.e. implements the procedures for concluding employment relationships, carries out responsibilities relating to employment procedures, the allocation, assessment and promotion of civil servants and the termination of employment relationships; - plans, organises and oversees the training of the Office’s employees; - manages the Office’s information system; - organises the work of the office in charge of receiving applications and other documents, and all activities connected with the documentary material belonging to the Office for Legislation. |
